System Planning Corp (SPC) a wholely owned subsidiary of GAI Consultants, Inc. (GAI) is seeking qualified, motivated, and skilled Senior Project Technical Specialists to support projects and utility outages for facilities located throughout the Mid-Atlantic Region.  The individuals will be based out of our Richmond, VA Office and will help to provide comprehensive knowledge and understanding of defined roles and key measures to plan, coordinate, analyze, and report on the various projects and outages.  The work is to be completed in a manner which effectively utilizes staffing, materials, and equipment to ensure optimum availability, compliance with regulatory and company policies, productivity, and safe operating performance.

Essential Duties and Responsibilities:
Candidates will perform the following duties in accordance with applicable policies, procedures, codes, and regulatory requirements:
Support client safety, environmental, cost, and schedule goals and requirements;
Coordinate work with client internal departments, other companies, government agencies, engineering consultants and construction contractors;
Supervise various contract personnel (mechanics, welders, machinists, electricians, and laborers);
Develop scopes of work and technical specifications, determine construction support, vendor and QC surveillance, and coordinate with maintenance or contractors for repair execution;
Provide logistics during routine and outage times;
Provide recommendations and procure equipment, material, and services per plant specifications and procedures;
Inspect completed work for defects and compliance with specifications/regulatory requirements;
Track work orders to completion and ensure order is closed with history documented;
Develop standards for repetitive jobs;
Develop historical job estimates;
Review and track craft/crew backlogs;
Prepare daily and outage work scope and schedules;
Keep work order information filed by equipment;
Develop preventive and corrective maintenance procedures;
Optimize preventive maintenance program;
Interface proficiently with computerized maintenance management system;
Provide technical expertise to ensure exceptional production;
Track/update all equipment information including drawings, spare part lists, bills of material and manuals;
Prepare purchase requisitions;
Coordinate/Oversee station and contract employees during the performance of work;
Respond to equipment breakdowns and emergencies during off-hours;
Oversee production team at the station in absence of supervisor;
Develop work schedules in coordination with maintenance, operations and other station groups;
Manage warranty claims;
Perform other duties as requested or assigned.

High School Diploma with a minimum of fifteen (15+) years of experience at a power generation facility; OR an Associate's of Science Degree or related technology with a minimum of ten (10+) years of experience at a power generation facility (preferred).
Working knowledge of the outage planning process, the planning and scheduling of outage SAP orders and outage standards, and the understanding of the outage management process.
Strong leadership and interpersonal skills.
Effective communication skills, both orally and in writing.
Knowledge and experience with project scope and development.
Knowledge and experience working directly with contracts and contractors.
Skilled in the utilization of MS Office Suite, cost tracking, planning backlog and work orders.
Knowledge of SAP and SAP project management tools desired.
Ability to read, interpret, and communicate P&ID’s, pipe, and equipment specifications.
Ability to analyze events to develop recommendations and methods for improvement.
Proven decision-making skills.
Must have a valid driver’s license.
Must be willing to travel domestically.
Must successfully pass a drug screen.
